The Act No. 22, 1999 on region autonomy has raised or appeared a problem for the special territory of Yogyakarta, especially in relation with the leader ship system regulation authority and possession of land. It happened when the principle of equality before the law and political rights of society were not accommodated well in the democratic concept reference. So, the harmonization between social realities of local society of Yogyakarta with the universal demand of democracy must be connected. Harmonization in this contexts means as an effort to explain some possibilities of how the effort takes a place when there is not adjustment between both demand of local value in reformation era and the democratic value. The wish to force one system without paying attention to another, cause the social dynamic will not grow well and the conducive society situation will not happen.

Entering the third millenium, the Indonesian government is carrying out autonomy and decentralization programs. The aim of these sudden programs is creating more realistic and just situation. However, the situations are getting worse as ethnic cleansing, misused of power, and separatist movements are becoming daily realities. This is due to the fact that since the fifties the Indonesian central government gradually pays little attention to the education and health programs. Moreover, the central government has no serious attempts to create the real middle class and private sectors in addition to carrying the rule of the law. Through this limited available space, this article tries to highlight the first core for the successful autonomy and decentralization by providing good education, based upon science and revelation, for the Indonesians as a whole, especially for the young generation.

The Act No. 221999 on regional government and No. 251999 on the balance of finance between central government and regional government, have vast impact on all aspects of the nation life. The impacts are not only on politic and economic aspects, but they also have logic consequence on the changes of Indonesian education form and system. Based on the rules above, the education process in schools should be independent gradually and will not depend on central government moreover on regional government especially in finance. Consequenly, the quality of school must be improved either in planning or process or outcome aspect. To reach the aimed quality of the schools need a management system that can improve the quality of schools. In this frame, this writing offers the total quality management system as a medium to autonomous education having a certain quality in decentralization era.

Decentralization is an issue often discussed by many people. It becomes a discourse moved to balance the hegemony of centralist concept that deeply rooted in Indonesia. The application of decentralization and autonomy program has many impacts on many aspects including the education decentralization. The education decentralization gives many hopes and challenges. It is expected that the education decentralization could solve the education problems faced up to now. But it is a challenge for the regional government because of the real condition of region doesn't always have good potential that can easily be improved. In that context, this writing will study of the autonomy correlated with the education decentralization. The study will be arranged specifically to the key question of what the form of education decentralization is and what the hopes and challenges of education decentralization are.

The political decision of government of the decentralization policy through the Act No. 22,1999, is one of the fundamental political decision. The implications of the decision give vast impact on territories and the central government. Generally, all of the society components accept with pleasure the decision because it is the democracy gate for the democracy on all of aspects. This era is described as the economical democracy era. The resource of territory will be used optimally by the people. From this is where the economics distribution is going to move.

The demand of reformation recently has opened the conscienceness of Indonesian people about their political rights that they didn't find and enjoy before, although those all are guaranteed by the constitution of Indonesia. The crowd of the discourse of democracy implementation has invited the participation of people in country organizing whether in the Center (Capital) or in the Territories (Provinces). These all according to the state structure constitution was very gladden for remaining the principle of teaching that open the opportunities to discourse forum to product the consensus to organize the democratic and justice in Indonesia. In territory autonomy contexts, the participation of people through house of territory representatives (DPRD) is very important for the principal that the territory autonomy policy must be put in front of the aspiration and the sake of people.

Intellectual debate through the existence and the function of house representatives often measured the degree of democracy implementation, whether in Capital or Territory in a country that declared as a constitutional democracy country. In territory case, the position and the function of house of territory representatives (DPRD) are often connected with the position of territory chief. The weakness of DPRD position could be looked at the method of territory chief choice, the making of territory rule and territory chief watching. So, in autonomy era it's very important to understand the position and the function of DPRD. Here, it will be explained but just in juridical and political perspective.

This article explores the relationship between Islam and communism in Indonesia, which could be learnt from the political-ideological struggle of Masyumi and PKI (Indonesian Communist Party) in the parliamentary democracy era. The ideological discourse of Masyumi on the Communism was supported by ideological setting when its establishment in the revolution nature and the politic ideological competition after the proclamation of independence on August 17, 1945, and the international situation of the Cold War. The nature of ideological setting was translated in the explaining system such as ideological interpretation of Islam by comparing Islamic superiority over capitalism and communism; religious-socialism and Marxian-socialism issues; and the fatwa (legal decisions) of anti-communism that crystallized in the Masyumi factions when they faced the communism issues.Â

Tulisan ini merupakan kajian singkat sekitar isu politik Islam di Malaysia tahun 1999. Pada November 1999, Malaysia menyelenggarakan pemilihan Federal dan Negara Bagian yang ke-10. Titik berat tulisan ini ada pada beberapa isu politik Islam yang dipublikasikan di koran-koran Malaysia yang dilihat dari perspektif partai-partai politik serta para pendukmgnya. Partai politik di Malaysia cukup banyak, dan disini diangkat empat partai politik yaitu: Organisasi Nasional Malaysia Bersatu (UMNO), Asosiasi Cina Malaysia (MCA), Partai Islam Se-Malaysia (PMIP atau PAS) dan Partai Aksi Demokratis (DAP). UMNO dan MCA adalah partai yang berperan dalam Barisan Nasional (BA) atau From Nasional (NF). PAS dan DAP adalah partai oposisipada BarisanAltematif(BA) atau From Alternatif (AF). PAS, UMNO, DAP dan MCA memiliki pandangan tersendiri temang isu-isu politik Islam. Adanya isu-isu politik Islam itu pada dasamya tidak bisa dilepaskan dari latar belakang sosio-religius dan historis politik masyarakat Malaysia.

The Islamic ideas of human rights came long with the born of Islam its self. But the brilliant ideas about it were started to elaborate and to develope by Moslem intellectual in the end of forties together with the born of higher spirit to come back to Qur'anic concept regarding "istikhlaf al-ilahi" namely the duty from Allah for human being to make the world prosper, facing to the "al qanun at thabi'i" concept or natural law which be basis for international declaration of human right. Then, on 1980's non-party Moslem intellectual again point out the human rights by referencing to the Syatibi concept about "maqashid al syari 'ah" but still basis of "al istikhlaf" anf "taklif" concept. In fact, identity conflict among the global life during 3decades later caused the making of several laws and declaration of human rights in Islam from some sides, whether individual, group, institute or even state. All pointed out the unity and the perfection of Islamic teaching.
